In Dungeon of the Mad Mage it is possible to have 6 duplicate monsters on the board at the same time, three of which come into play by drawing a specific card which bypasses the normal rule that makes you redraw the monster if the hero already has the same monster card in play. The designer, Kevin Wilson, has said that he would only activate the monsters once per hero even when the hero might have several of those monsters in his monster queue.

That made me think that would it not be clearer to have a system wide rule that if you draw (or otherwise get) a monster card that you already have in your monster queue, you just place the card on top of the existing monster card. When going through your monster queue, the hidden cards are considered to be part of the top card, and are not resolved themselves. If the top card would go to another hero after executing, the whole stack would move as instructed. Playing like this, you would not have to discard and redraw so many monsters when playing with small party sizes and the overall difficulty would still be similar to the actual rule.

When the monster is killed, the next card is placed into the XP pile as normal, revealing the card(s) underneath, keeping the surviving monsters at the same "initiative".
